SPRINGFIELD, Mass. (WWLP) - A group of Springfield City Councilors is speaking out against what they call "a blatant disregard for a major City Council decision."
The City Council revoked a special permit for Palmer Renewable Energy to build a biomass plant on Page Boulevard this past May.
P.R.E. has responded by filing a lawsuit against the city.
City Councilor John Lysak told 22News that P.R.E. is attempting to apply for a building permit.
The biomass developer has said in the past they never needed the special permit to begin with.
"If that was the case they should have never agreed to the special permit if they didn't need it," Lysak explained, "and they shouldn't be suing us for us revoking the special permit that was granted to them by the previous City Council."
Lysak says that if the building commissioner issues a permit, the City Council will seek to file an injunction to stop it.
