Bridge work stalled as dispute continues between W. Springfield, DOT

WEST SPRINGFIELD, Mass. (WWLP) - The equipment has been in place since Monday, but the project to adjust the Route 20/Charles Avenue Bridge to accommodate double-decker freight trains, has not gotten going yet. As work was set to begin, West Springfield Mayor Greg Neffinger served the contractor with a stop work order.

Neffinger told 22News that the state failed to apply for the necessary permits.

“They're going to be working right within the wetlands and stream areas, and they have to file for conservation, also other permits. Streets are closing off, neighbors complaints haven't been met yet,” Neffinger said.

The Mayor added that he has been told there are some at the state Department of Transportation who think they are exempt from getting permits

22News contacted the DOT. Spokesperson Michael Verseckes told 22News that they are now “weighing our options” following the stop work order.

22News asked how much money is being spent on the project that has yet to begin, and Verseckes repled: "We have no cost estimates at this point".

People in West Springfield who have been following this story on 22News, are critical of the state.

“They should have done their homework first and then started the project. I agree and the people asked these questions at the town meeting,” said Shirley Towers of West Springfield.

22News will continue to ask the state how much DOT is paying the contractor for work that may not start for a while.
