Chicopee shooter had a restraining order against him

CHICOPEE, Mass. (WWLP) - Carlos Laguer, the man who opened fire on West Street at around 7:45 Friday morning, was either an ex-husband or an ex-boyfriend of the woman who lives in the first floor apartment at 102 West Street, according to the Massachusetts State Police and neighbors.

Many neighbors told 22News, the woman who lived in the first floor apartment was a very quiet neighbor. They said they had never seen the shooter around the neighborhood before.

Chicopee Mayor Michael Bissonnette told 22News that there was a restraining order out of Springfield District Court against Laguer.

He said, “It appears that she fled from an issue of domestic violence to Chicopee, but the shooter came to this residence.”

Massachusetts State Police said, it seemed like Laguer entered the apartment to cause domestic disturbance.

Springfield Police Sergeant John Delaney told 22News, Laguer also has a record with the Springfield Police Department although it is not extensive.

Derek Feecke of Springfield was in Dunkin’ Donuts across the street from that apartment during the shootout.

Feecke told 22News, “[The shooter] looked extraordinarily agitated. He didn't yell or anything. He didn't do anything, other than just open fire.”

Feecke also saw the 8-year-old boy who was briefly taken hostage by the shooter.

“[The kid] had sheer terror on his face. He had tears. He had anguish… Everything balled up into his 8-year-old face, and I couldn't even imagine what was causing so much [pain].”

Many people who live nearby said it was shocking and surreal especially because they never suspected there was any domestic issue in that household.

Amy Daigneault who lives on West Street told 22News, “It's just a shock especially here because it's such a quiet neighborhood. It's just shocking.”

Jennifer McClain who also lives in Chicopee came to the neighborhood because her friends live in the area.

“I just sat there and didn't move,” she said. “It was very shocking. You want to get up and make a call but you don't want to leave the TV.”

Elizabeth Murphy who works at West Street Market, which is adjacent to 102 West Street apartment building, told 22News, “It's just surreal to me that it can happen here. Chicopee is a fantastic town. I love it here. I've been here a long time and to have this happen, it's random.”

Chicopee police, state police and the FBI left the area at around 8 p.m. Friday night.

The state police cruiser that had bullet holes and got its front passenger side window smashed was towed away, along with a Chicopee police cruiser and a few other vehicles that were parked on West Street during the shootout.
