BOSTON, Mass. (WWLP) - Gov. Deval Patrick says he has accepted the resignation of the commander of the Massachusetts National Guard, who was under investigation for an alleged rape in Florida in 1984.
Major General Joseph Carter was placed on paid leave by Patrick in March, pending a criminal investigation by the Army.
In a statement Wednesday, Patrick said he has received the final Army report and investigators had been unable to reach "definitive conclusions" about the allegations and Carter wouldn't be prosecuted. But Patrick said the report raised "serious concerns" about Carter's actions.
Carter said in a statement Wednesday he feels vindicated that the Army didn't find the most serious allegation credible, but is disappointed investigators found probable cause for other alleged offenses. He said he never assaulted anyone, cooperated fully with Army investigators and "told the truth."
