SPRINGFIELD, Mass. (WWLP) - The City of Springfield is charging residents a fee to pay fines and tax bills with a credit card. The 22News I-Team investigates to find out if this fee, which is illegal for businesses, is legal for the city to charge.

We'll also reveal why one leading credit card company says the city is going against its policy when it charges residents extra to pay a fine with plastic.
