WILLIMANTIC, Conn. (AP) - Connecticut State Police say a 29-year-old man has been arrested in connection with the death of a 3-year-old girl in Willimantic.
Police said Carroll Baumgarner Ramos was arrested Friday on charges including first-degree assault and risk of injury to a minor. He is held on $1.5 million cash bail. It's not immediately known if he has a lawyer.
Police said emergency personnel who got a call Thursday night found the child unresponsive and she was pronounced dead at a hospital. An autopsy will be conducted.
The man arrested has the same address as a two-family house where the girl lived, but police have not said if they are related.
Robert Trevorrow tells WFSB-TV he heard one of his roommates calling for help, saying the girl wasn't breathing, and he did CPR until an ambulance came.
