SPRINGFIELD, Mass. (WWLP) - Springfield City Councilor John Lysak is calling for an investigation in to Duck's Place bar, near where police say the 12th homicide of 2013 happened.
According to Councilor Lysak, who represents Ward 8, he asked the City Council about the Special Permit that was given to the bar last December. The City Clerk informed Lysak that the permit was never issued because of there was no payment.
Lysak said, "Why was their Liquor License granted if they had not yet received their Special Permit from the City Council? Was the Mayor's Office or License Commission aware that this establishment was operating illegally? If they were, why was it allowed to remain open? If they were not aware of it, why not?"
The bar will be closed until proper permits are in place and all questions are answered, said Lysak.
Springfield Police Capt. Thomas Trites told 22News that the victim, a 24-year-old man from Holyoke, was shot while he was behind Duck's Place bar on State Street in the Bay section of Springfield, shortly after midnight Thursday.
