PALMER, Mass. (WWLP) - Springfield casino proposals may face challenges because of an Interstate 91 reconstruction project, but Palmer would have to address some traffic concerns as well.
Palmer officials insist their plan is the simplest and least expensive traffic plan. Mohegan Sun wants to extend the end of the Mass Pike off ramp creating a "flyover" that would go over Route 32 to the casino.
But there's a legal problem with that: federal regulation prohibits the construction of highway access to anything except for a public road. That means the ramp cannot connect to a private development.
Palmer Town Councilor Paul Burns said they're not building a new ramp, just extending the existing ramp.
"My understanding is because it's an improvement to an existing structure, not a new cut-through onto the pike, it's not a new exit, it's not a new development that is exclusively for the casino, then it's allowable," said Burns.
Mohegan Sun has not officially released their traffic plans but Burns hopes the developer will complete the traffic proposal in the next few weeks.
