WEST SPRINGFIELD, Mass. (WWLP) - West Springfield mayor Greg Neffinger sent a letter to Town Council President Kathy Bourque asking the council to consider and accept a statue that would essentially make cat owners responsible for outdoor cats.
The state ordinance would require cats to be on a leash in public spaces and require cat owners to clean up cat poop. West Springfield already has a similar law for dogs.
Bourque told 22News the ordinance would be hard to enforce and she isn't sure it is realistic. Bourque said the town's health director did ask the council to approve some language so complaints can be enforced to some degree.
The item is in the town's ordinance and policy subcommittee and is on the town council agenda for next week. Bourque doubts they'll be voting on it then.
