Out of state drivers owe Springfield hundreds of thousands of dollars in unpaid parking tickets

Every week, Springfield Parking Enforcement Officers issue hundreds of tickets to parking violators.

Many of these tickets never get paid, and the 22News I-Team discovered that many out-of-state drivers could be getting away with it.

Thomas Moore is the interim Executive Director for the Springfield Parking Authority. “Sometimes the identity of out of state cars, we won’t know who the drivers are, we won’t know exactly what license number to attach. As we discussed, with out of state vehicles, we’re not able to search and find the information that we would for a Massachusetts registered vehicle.” 

The I-Team obtained and analyzed thousands of unpaid fines in Springfield. 

Between January of 2017 and March of 2018, parking enforcement officers issued 31,000 parking citations. Nearly 7,600 haven’t been paid; a loss of $462,000 dollars.

Northampton has the same problem. During that same period, officers wrote more than 50,000 parking tickets, with  9,500 not paid; close to $161,000 in lost revenue.

If you live in Massachusetts and don’t pay a ticket, the RMV will put a mark on your license, preventing you from renewing it.

Moore told the I-Team the same rule doesn’t apply to out-of-state drivers. “When you’re talking about out-of-state enforcement, there’s only so much the state allows us to do to collect. You can’t mark the RMV in another state, it’s not something we’re allowed to do, so as you might imagine, it kind of hampers our collection ability.”

Parking ticket fines go into a general fund, which can be used for anything from road repairs, to infrastructure projects.

The I-Team’s analysis revealed drivers from 40-states have ignored parking fines in Springfield.

  • Florida drivers owe more than $3,700.
  • Oklahoma drivers owe more than $3,300.
  • Connecticut drivers owe nearly  $22,000.

That’s nearly $30,000 the city may never collect.
